framework structure>Tag 773 Subfield structure
Subfielde W advanced constraints.   it should say Link: Control-number

Your MARC records look as if the link should work once Koha knows it's
there. You may have to rebuild the indexes.

We're running 3.18.04, but the links have beenworking for a couple years
now, older versions of Koha do support it..
