[Koha] Security release - Koha 3.18.8

The Koha release team would like to announce the release of Koha 3.18.8
this is a security and a bugfix release.
Of special note in this release is that 3.18 is now compatible with
Debian Jessie. Go forth and upgrade your Squeeze boxes, ye users of
3.18!

As such we strongly recommend people running 3.18 should upgrade as soon
as possible

Special thanks also goes to Raschin Tavakoli and Dimitris Simos from SBA
Research for finding and reporting the security bugs.
