[Koha] Message Queue always empty

Hi,

the registration message is a bit difficult as it can contain a password
and is send directly and not via the message_queue. Better for testing
is a checkout or checkin notice, as those are generated without
using a cronjob and should show up directly in the message_queue table.

Also, make sure that your cronjobs are set up correctly (especially
overdue_notices and advance_notices).
