What do you get when scanning Heading 'phrase' index?

scan @attr 1=Heading @attr 4=1 @attr 6=3 beau

You should see a list of terms (complete content of Unimarc 7xx fields).

What Zebra mode do you use GRS-1/DOM? What tokenizing logic do you use
(chr/icu)? A bad ICU tokenizer can populate improperly 'phrase' index.
