[Koha] Setting up Koha instances as Z39.50 servers

The workaround for my Z39.50 situation would seem to be to set the needed
variables in the generated code.

In a given instance of koha-conf.xml how does one set the value
ZEBRA_SRU_BIBLIOS_PORT and ZEBRA_SRU_HOST in

<listen id="publicserver" >tcp:@:__ZEBRA_SRU_BIBLIOS_PORT__</listen>

 <ZEBRA_SRU_HOST="localhost" ZEBRA_SRU_BIBLIOS_PORT="9998"> does not work.
