[Koha] Koha layout in Arabic...

Hi,

the language and the layout exists, but translation files have problems, at
last on Koha 3.16
As you can see (http://snag.gy/zL4cs.jpg) the layout is correct for RTL
scripts, but a lot
of translation is missing

We need more Arabic volunteers to complete that work on
http://translate.koha-community.org/ar/
