How did you install Koha? If you used the Debian packages (which ius
the recommended way), there are some commands to help you with the SIP
server:

koha-enable-sip
koha-start-sip
koha-stop-sip

You can do e.g. "man koha-enable-sip" on the command line to read more
about what these scripts do.
