[Koha] OPAC Search For Title In doesn't display

Koha 3.12 (and 3.14)
I was considering ways to link our Koha catalogue to the catalogue of
our online archives.  In Administration there's OPACSearchForTitleIn -
which has some html already in there.
But it doesn't appear on our OPAC, and any additions I make to that
html also do not appear.
Is there another setting that controls this?  I didn't find any
information on such a setting in the manual.
