If you are running the latest version of Koha (3.12 - released on 19th May)
then the issue is most likely related to your server or organisation
blocking access to the internet for the port number of the target Z3950
server. Many organisations block internet access for 'non-standard' ports,
such as 210.

Note: There was a change to the Library of Congress Z39.50 server details,
this was fixed in the February releases for the 3.8 and 3.10 versions of
Koha.  See:

If this doesn't help you with solving the problem, please advise:
- the exact version of Koha you are running e.g. 3.12.0, 3.10.6
- the details of the LOC Z39.50 server you are trying to connect to: server
name and port number.
