Short answer : No

Somewhat longer answer : Without shell access you won't be able to use
CPANMINUS or any other way to install the perl modules required in
your home directory. Even with shell access it won't be easy. Shared
hosting providers often run housekeeping scrtipts designed to kill off
user-initiated cron jobs and other processes that set off sharp and
sustained spike in CPU loads.
