I suspect that you have run into an issue invoked by version of 0.97
of the Text::CSV_XS Perl module that was recently reported on this
mailing list [1].

If so, and if 0.97 is the version that is currently installed on your
system, please try upgrading to Text::CSV_XS 0.98.
