[Koha] No results found, suggestions - Koha 3.14 OPAC

We're running 3.12 in production and 3.14 in our test site.  I am
customizing the page that comes up with no results found by adding in some
links to other relevant sites.
That works fine.  But  in our test version of 3.14 there's a line at the
bottom of the page that says:
"Not what you expected? Check for suggestions"
and then after a short pause this changes to:
"Sorry, no suggestions."
This would be fine if we didn't have a list of suggestions on where else to
look, but since we do, it looks a bit odd.

I have not been able to find the system preference that controls this
behaviour.  How do I turn it off, or change the text?
