[Koha] Overriding current checkouts allowed

We have a librarian who constantly overrides the circulation rules we set up
for "current checkouts allowed".  We don't want her to be allowing people to
check out a dozen dvds at a time.   Is there a setting I can change to
prevent overriding this rule?
