There isn't a preference for it. You can accomplish it by adding some
custom JavaScript to the OpacUserJS system preference:

$(document).ready(function(){
  $('#bibliodescriptions > ul').tabs('select', 1);
});

(Where "1" is the sequential number of the tab, starting from zero).
