[Koha] Fiscal roll over in Koha?

There is no formal rollover as such in Koha. The way forward is to
create your new budgets and funds and then make the old ones inactive.
Any orders which you want to come out of the new funds (rooled over)
need to be edited to update the fund code in the orderline. The money
will then be encumbered against the new funds rather than the old.
Hopefully you won't have too many!
