[Koha] Need Documentation Help with new OAI Page

There is a new page in Koha 3.8 for OAI Sets, but I have never used
OAI and I don't know how to document this section.

And I welcome any help in documenting this section. You can submit a
documentation patch or just type in the email and I'll put it in the
manual for you.
