it's signed off, so hopefully, it should be in 3.10

Note that it doesn't (and never was expected to) manage worldwide
sharing of numbering patterns.
It's just a "library wide" sharing pattern : you create your pattern on
your Koha, and all the librarians using the same Koha as your's can use it.
(The idea of sharing them on the wiki is a good idea though)
