[Koha] Placing holds on ordered items

Our library is new to Koha (currently version 3.6). We are just
beginning to order materials, and it seems that the records created upon
order will not allow holds on the title because no items exist. Does
anyone know of a way to makes titles "holdable" before items are
actually received?

I'd appreciate any insights you may have.
