[Koha] Reserve pending priority 0

2.2.9 is a very old version. At this point if you are using Koha 2.x you're
basically on your own, as the community does not support it. If you are
very lucky, someone may remember enough to help, but that's not very
likely, given how old Koha 2.x is. You should probably consider upgrading
to a more recent version. Good luck.
