Hi,
two remarks:
* concerning translate.pl vs. ./translate.pl: this a general Unix/Linux issue. The correct answer is: if you want to execute a program in a shell, the shell has to know where the program is. The shell can be told where to look for the program by either calling it with its path (either using the absolute path e.g. /here/is/the/program/program or using a relative path e.g. ./program), or by including the path in the PATH variable. So, if the current path (denoted by .) is not included in PATH, you have to use it explicitly.
* That the following command sequence works, is a coincidence:
sudo env KOHA_CONF=/etc/koha/koha-conf.xml PERL5LIB=/usr/share/koha/lib/
perl ./translate install ar-Arab
the sudo env ... line has no effect on the next line. The reason is that if you set an environment variable in a shell it vanishes if the shell terminates. So, in case of your command line, sudo executes env setting KOHA_KONF et al. but as soon as it quits the environment variable is lost again. In other words, the environment variables were already set when you called sudo env ... and the line did not have any effect.
