[Koha] Matching Rules not working in Marc Record import

I am wanting to import MARC records to my Koha system.  Many (500) of the staged books are duplicates and have identical ISBNs but Koha is not recognizing them as duplicates.

I can see from the "staged" screen that on the right hand side the phrase "Match?" is filled with "no_match", yet there are 500 duplicate records.

Is this a bug that will be fixed?  I notice there is an option to match by ISBN or ISSN but Koha does not seem to be able to recognize the first (original) record.
