[Koha] Unable to place holds from OPAC

Hi

 

We have a problem with patrons being able to place holds from OPAC. See
screenshot. I assume there is a rule somewhere that we have wrong. Can
someone point me in the direction of where to look? Patrons are allowed to
place holds on books that are not checked out. Borrowers are allowed 10
holds for this particular item type.
