Maybe a "Koha on Windows" expert will need to chime in here ...

But to me it sounds like you need to enable your web server to
"listen" on port 8080. The method you use for enabling port 8080
depend on whether you're using IIS or Apache.

As far as whether or not MySQL is running --- Check for a process
called MySQL or mysqld in taskmanager - or - fire up services.msc and
check there if you prefer. Should be able to check with 
'sc query' as well. I don't think your OPAC would come up if
MySQL weren't running. 

Sounds like your server is not "listening" on 8080.
