[Koha] Unlocking MARC Fields in Koha 3.06

Thanks for all your help!

I followed the directions in the manual
(http://manual.koha-community.org/3.6/en/administration.html#authprefs) for
authorities to allow us to create new authority records for now. 

Now I'm able to automatically create a new authority record when I need to.

All ably hosted, as Owen pointed out earlier today, by PTFS -- which IS (I
should add) in the process of upgrading us a newer version of PTFS/LibLime
Koha.
