[Koha] Enable Place Hold

Thanks a lot for your support now the place hold system is working.

Now I want to explain you my problem.
We want to create a library with a self check-in check-out system whitout a
librarian.
The person reserve the book and go by self and take the book without any
approval from the librarian.
