[Koha] Enable Place Hold

Hi Daniel, 

your "holds allowed (count)" column says 0. If you leave the field empty when adding a new rule it will default to 0. Enter a high value like 999 if you don't want to restrict the number of holds that can be placed for this library/itype/patron category combination.
