[Koha] Shelf browsing not showing up after upgrade to koha_3_02_03

According to Bug 4957, the shelf browser is disabled if items have no
call number (specifically, data in the items table's itemcallnumber
field):

I'm not very familiar with the issue, but I assumed that the bug
report existed because the shelf browser didn't work without call
numbers.
