[Koha] CFParticipation: SIP 3 draft up for voting

I, for one, would like to lobby for keeping the focus on NCIP.  In fact, I
would like to know if anyone is working on developing Koha suport for NCIP
at this time.  And if not, who would be interested in working with me to
sponsor such development?
