The subject line contains the answer 'New print fines feature'. New
features aren't (except in extenuating circumstances) added to the
stable branch. So it is in not in the 3.2.x branch, and not in any
3.2.x releases.
The first stable release it will be in will be 3.4.0.

PS in git speak HEAD is the tip of the branch you are on "HEAD is a
reference to the last commit in the current checked out branch", what
you meant I think was the master branch.
