[Koha] How guided reports choose limit options

When creating guided reports, how does Koha choose which options to
display on Step 4 of 6: "Select Criteria to Limit on?" If I have
selected a date-related field in Step 3 (in my case datelastseen),
shouldn't Koha give me the option of choosing how to limit based on
that field?
