The larger the range of permitted scores relative to the number of voters
the greater the possibility, however unrealistic, that a few strategic
voters using the highest permitted scores might outvote a much larger
number of voters mistakenly using the weakest scores.  The scenario
described by FairVote would not have worked with 100 voters and a
permitted range of only 0 to 9.  They needed the large range to make their
absurdly contrived scenario work.
