[Koha] Is it correct the download file for koha 3.2.3 ?

Hi to all,

I'm downloading the.tar.gz file of Koha 3.2.3.

But I think that the file is wrong.
I download http://download.koha-community.org/koha-latest.tar.gz and
http://download.koha-community.org/koha-3.02.03.tar.gz.

The archive is correct but the content not.
There are many file outside the dir koha-3.2.3
The files in home dir are not complete
I don't find koha-tmpl/opac-tmpl

Is the file correct ?
