[Koha] Improving permissions on lists (virtual shelves)

Thanks, Brooke. We could/should make it possible to upgrade a private list to a public list in staff client. 
Do you have an idea where the user in opac could do such a request to staff? Just an email or something else? Or: Share it with staff?
