[Koha] importing Library of Congress authority records

I haven't done it personally, but I can tell you that it can only be
done via the command line at this time.  There is a feature request to
bring this function to the staff client, but it hasn't been done as of
yet: http://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=2060
