It seems you are behind a proxy
Consider recreating the cpan configuration

o conf init variable
</code>
where variable is :
  proxy_user         username for accessing an authenticating proxy
  proxy_pass         password for accessing an authenticating proxy
                     loaded by the CPAN::has_inst() routine
  ftp                path to external prg
  ftp_passive        if set, the environment variable FTP_PASSIVE is set
                     for downloads
  ftp_proxy          proxy host for ftp requests
this should help you.
