[Koha] Duplicates not being caught

I got this via personal email and when David tried to send to list he
got a message saying he's not on the list - but he has sent emails
before so we're confused. Anyway, if you have ideas please reply to
all:

  I am stuck again … I imported my copy 1s successfully a few weeks ago

I am importing 545 duplicate records ALL  of which are copy 2s.
Every single one.

I am using the 020$a field to match by ISBN but Koha is not matching
any of them and considers them to be 545 unique records…
