[Koha] Issues with superlibrarian

I am currently using Koha 3.2.6 and have noticed some issues with a 
super librarian that I didn't see to have before.

I have a user with the superlibrian permission assigned and about 15 
independent catalogs in Koha.  After the upgrade to 3.2.6 this person 
now is missing access to the full drop down list of locations when 
adding an item.  They now have to set a home branch to access the 
location they want to assign the item too.

Also when they go to delete an item they get a message that "The items 
do not belong to your branch".  They have to set their home location to 
that branch or change the item to the branch they currently have defied 
as there home.


Does anyone have any suggestions of what files I could edit to give the 
superlibrian more access?
