[Koha] Dont have place on hold buttons

Hi
I have rule set : hold books anylibrary.
When i go to admin menu: Home>Catalog>"namebooks">PlaceOnHold. I got 
message Cannot Place Hold, no copies are available to be placed on hold.
and on any items i got Not on hold information.
Please help
