Yes it is,

The new site will be on ttp://translate.koha-community.org/

You can get a list of sites on the homepage of the wiki
http://wiki.koha-community.org/wiki/Main_Page#Koha_Community_Sites_.28and_their_status.29

http://translate.koha.org is the current translation site until the
new one comes into operation.
