You should not need to do that.

This is as far as I got with the packages too, before I was distracted
by other things...

koha-common.README.Debian says to create /etc/mysql/koha-common.cnf to
"set up a connection to a remote MySQL server":

The wiki says you have to edit /etc/koha/koha-sites.conf before
running koha-create:
