[Koha] Proposal to form Koha Technical Committee

Hi Liz,

I did look at this and it was very helpful.  The questions I still have
remain unanswered but this would be the best place to answer those
questions.  I could work on making some of those changes directly if you
like. What is the protocol for editing those pages?
