[Koha] Circulation fine accessed by prior patron when item is already checked out

Hello,

Question to anyone out there. Do Koha 3 or Koha 3.2 currently have an option (or
ability) when checking out an item that is already checked out by another patron
to waive the fine for the prior patron. 

If not I am looking at putting this option into 3.2.
