[Koha] Different circulation rules for the same item type

You would not be able to assign different circulation rules to the same
combination of branch, itemtype and patron category.  To get different
rules, you'd need to change one of those things.  If you want the behaviour
to be consistent across branches and patrons, then, yes, you'd need two
different item types.
