[Koha] Web Installer Authentication

The direct link helped!  Though http://127.0.1.1:8080/cgi-bin/koha/installer/install.pl 
  provided the same login form as before, I could step through the Web  
Installer after submitting my credentials.

I will try to resolve httpd configuration issues with our sys admins,  
but if anybody has an idea right away, please let me know.
