Hi!

Those choices only let you choose which language the Web-installer
itself will be in.

To actually enable other languages than English in the OPAC and
Intranet you need to generate the templates with the script
misc/translator/translate:

Then you need to set the systempreferences language, opaclanguages and
opaclanguagesdisplay:
