You might try upgrading to Koha 3.2.1, although, I am not certain if that
will help.

Multiple configuration remedies have been posted for the problem in the
past which do not quite address the core problem.  The code is making an
inappropriate presumption.

Please provide some example MARC records for which you have failure.  MARC
records for which you have success are certainly also of interest.

The issue has been reported as bug 5333,
http://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=5333 .

I suspect that I will not have the time presently to solve the problem for
you but there is a curious feature of the two example records in the bug
report.  Having more example records would be helpful.
