[Koha] sounds in koha for holds

This is a feature that is coming in 3.2  I have it on my development
machine - which is not the official release.  It has sounds for all
circ functions and an extra little chime for when there is a hold
announcement.

If you know how you can grab the patch from the repository and apply
it to your system - if not, hopefully 3.2 will be in beta soon enough.
