Not at the moment, but the feature will be present in 3.2.

Note that the patrons are limited to *submitting* their changes. A
librarian must manually input these changes in order for them to take
effect. So while your patrons might, pending version 3.2, be able to
submit changes your staff could simply ignore the requests.
