We’re using github (in fact, our public repo that I’ve been working on will be there), and haven’t had any problems with reliability.  Speed of the web interface is occasionally irritatingly slow, but that’s a sometimes thing.  For the most part, it works fine for us here at PTFS.

Stability and accessibility are at the top of my wish list. "Where" does not really matter so much. Although my brief experience with github has found them to have some reliability issues.
