[Koha] Fine not calculated

Dear all
 I have installed koha ver. 2.2.9 with following configurations: Microsoft
window 2000. Apachi 2.0.59, Mysql 4.1 & Perl 5.8.8 build 817. I

When i look patron details Fines & Charges not display in patron account
anyone solve these problem please guide me.
